Grand Council
The Grand Council of the allied Masonic Degrees was established
as a result
of a meeting in London on Saturday 29th August, 1879.
At the time a large
number of side degrees were being worked without any
central control.
This proliferation was fostered by the
claim of the ancients that it was
competent on any Brother to confer on another any side
degrees of which he
had knowledge. These degrees, which were passed verbally
from one Brother to
another, were likely to vary in content as time went
on, and because of
difficulties of travel, to show considerable modifications
from place to
place.
In 1870 the Masonic Authorities recognised
the existence in Lancashire the
Grand Lodge of St.Lawrence Masons at Rochdale, with a
number of subordinate
Lodge, the Mother Tabernacle of the High Priesthood at
Manchester with
subordinate Tabernacles and a Council of the Red Cross
of Babylon also at
Rochdale. In Freemasonry in Lancaster and District there
is reference to
an Encampment of the red Cross of Babylon being attached
to the Lodge of
Fortitude in 1841.
Degrees of the Order
Initially the Grand Council administered the Four degrees
of St Lawrence
the Martyr, Knight of Constantinople, The Holy Order
of Grand High Priest
and the Red Cross of Babylon.
Admission to a Council
and the First two
degrees being limited to Mark Masons.
Candidates for
Admission to Grand High
Priest and the Red Cross of Babylon had to be Royal Arch
Companions and,
additionally, to be an Installed Principal of the Royal
Arch to enter the
Holy Order of Grand High Priest.
The Degree of Grand Tilers
of Solomon was
added in 1893. It was not until 1934 that this additional
requirement was
Waived. The Degree of Grand Tilers of Solomon was added
in 1893
From 1958 every candidate for admission into a Council
had to be both a Mark
Master Mason and a Companion of the Royal Arch.
The Consecration.
The prime mover in the formation of the
Council, after whom it was named,
was an experienced Mason, Capt. C.H. Garnett. He was
a Past Provincial
Senior Grand Warden and Subsequently a Past Grand Deacon
of United Grand
Lodge. He, along with twelve other St.Lawrence Masons,
signed a petition,
dated 19th February,1844 for a 'Warrant of Constitution'.
All had received
their degree at a Time Immemorial Lodge of St.Lawrence.
With great
efficiency Grand Council arranged for the Consecration
Ceremony to take place at the Masonic Rooms at the Athenaeum
Lancaster on Thursday,20th March
1884 and dated the Warrant, 28th February, 1884
The Consecrating Team consisted of R. W.
Bro. C. F. Matier, Deputy Grand Master;
W. Bro. A. Middleton, Grand Junior Deacon; W. Bro. J.
D. Murray, Grand Sword
Bearer and W. Bro. C. S. Lane and W. Nicholl of T.I.Matier
Council. Eight of the
petitioners were present, and preparatory to the Consecration,
they received
the Degree of Knight of Constantinople.
Seven, who were Royal Arch Companions,
went though the ceremony of Red Cross
of Babylon and Five Installed Principals of the Royal
Arch were admitted to
the Holy Order of Grand High Priest.
The ceremony of Consecration then followed
with the R. W. Deputy Grand Master
in the chair. The petition was read and the Warrant authorising
the
formation of the Council was presented. The Council was
then consecrated.
Bro. C.H. Garnett was Installed as the first Master of
the Council (He was
Master of the Lodge for nine years, although these were
not consecutive but
spanned twenty one years) and his Officers were appointed
and invested,
Having worked three degrees, a Consecration and an Installation,
no doubt
these worthy Brethren felt that they had earned the refreshment
which was
provided at the King's Arms Hotel.
Centenary 1984
On Monday, May 14th 1984 the Garnett Council was presented
with a Centenary
Warrant by the Grand Master M. W. Bro. Brigadier
G. L. Galloway, DSO, OBE., who honoured
us with his presence. He was
accompanied by the Grand Director of Ceremonies, and
R. W. Bro. R. K. Matterson,
Divisional Grand Prefect for Lancashire. Twenty Members
of the Garnett
Council worked the degree of Red Cross of Babylon watched
by twenty two
visitors, representing all the Council of the Division.
The Grand Master
took part in the ceremony and also presented Grand Lodge
Certificates
Garnett Council was honoured in May 2001
with a private visit of the Present
Grand Master M. W. Bro. Michael Edward Herbert accompanied by the District
Grand Prefect R. W. Bro. David Lamb
